Bijeljina is in the region called Semberia, at the confluance of Drina river into Sava. The coat of arms and the flag show that by the two red rivers. It is designed by the Serb Heraldic Society.

The community of Bileca, in Eastern Herzegovina adopted a banner of arms Gules with two crosses Agrent, taken from the crest of the coat of arms of Kosača family "Dukes of St. Sava and Lords of Herzegovina" from 15th century.
