The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In the reform of 1997 four new communities - Severin, Šandrovac, V. Trnovitica and Zrinski Toplovac - were formed from parts of other communities.

The coat of arms depicts a wooden fort on a green mound over a blue streem crossed by a wooden bridge, and behind the fort a chequy red and yellow sun is riaising, infront of it a white dove flies holding a blue buch of grapes in its beak. The flag is light green with the coat of arms in the centre of it, inscribed "Općina" above and "Severin" below in Old English font. The ceremonial flag is a yellow bordered green gonfalon ending with tails with yellow fringe along the bottom, in the middle of it is the coat of arms bordered yellow, above it inscription "Općina" below in an arch "Severin". It seems that a triangularly versoion as a table flag is used. The Old English font should be equal as used on the locally prodiced Severin whiskey. However, it is almost certainly that these symbols are not approved by the Ministry of Administration and are thus unofficial.
In 1997 the Community of Severin was formed seceding from the Community of Nova Rača.
