The FAME is a site devoted to the systematic and scientific study of flags and coats of arms. Such symbols often bear strong political and other messages. Inclusion of those symbols here does not mean that the author supports or approves of the ideas they may stand for.	This site is harvested for the NSK digital archives.

The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In 1997 the communities of Karojba and Kaštelir - Labinci were formed, in 2000 Fažana and in 2006 Funtana and Tar - Vabriga.

Bale – Valle

The coat of arms of Bale is gules a corss couped cross pattee. The shield is oval within golden border, topped with golden crown and within a wreath of laurel branches. The flag is light blue with the coat of arms in the middle. The ceremonial flag is of the same design, but with a red border added around the flag.

The traditional Italian name of the town is Valle d'Istria.

Barban

The coat of arms of the community of Barban is a historical coat of arms of Barban or a bar vert in chief three beards sable and in base a bridge gules over water azure. The flag is red with the coat of arms off-set to the hoist. The beards, locally called barbe cant the name of the town, otherwise originating from the name of the ancient Roman family Parpanus (according to R. Matijašić: "Anticko naslijedje u toponimiji Istre").

Barban, 2004 – 2006

The current coat of arms of Barban was adopted in 2004 with the flag in which the coat of arms was off-set to hoist and the top. This was afterwards changed after the suggestion from the central authorities to a larger coat of arms equally distanced from the top, hoist and bottom. The flag with the coat of arms in the canton was never actually produced.

Until the recent adoption of the modernized version of the coat of arms a version based more on the historical pattern was used.

Brtonigla – Verteneglio

The coat of arms used traditionally for Brtonigla showes a landscape with a square field with a crossroads all in a cartouch type shield. It cants the name of the place that was there in the Roman period Hortus Nigher (black garden). This coat of arms is set in a white and blue swallow-tailed flag with a white ribbon above it inscribed with the name of the community in the Croatian and Italian languages and with an olive branch. These symbols are, probably, used unofficially without the approval from the central authorities.

Cerovlje

The coat of arms of Cerovlje pictures an oak branch with two leaves and acorns proper on a white shield (with horizontal thin blue hatching) bordered yellow with inscription CEROVLJE surrounded with a cartouche. The flag is vertical, yellow with the coat of arms in the base.

Fažana – Fasana

The coat of arms of Fažana is azure an antique amphorae or. Fažana was site of amphorae production and export in the antique period. The flag is dark blue with the coat of arms bordered golden in the centre of it. The ceremonial flag is a dark blue yellow bordered gonfalon ending triangularly with fringe, the coat of arms in the centre of it, topped with the name of the community in Croatian and Italian above it and vine and olive branches below.

Established in 2000 seceding from the community of Vodnjan.

Funtana – Fontane

The coat of arms of Funtana is azure a water argent springing from a fountain or. The arms is canting the community name. The flag is dark blue with the coat of arms bordered yellow in the centre of it. The ceremonial flag is blue gonfalon ending triangularly with golden fringe, with the coat of arms in the centre of it, the name of the community in three rows above it and the branches of olive and vine tree below.

Established in 2006 seceding from the community of Vrsar.

Funtana – Fontane, 2006 – 2010

The coat of arms that the community of Funtana used unofficially since its establisment is the historical coat of arms depicted in gold with black figures. It is the coat of arms of the Borisi family as preserved on the Funtana castle.

Gračišće

The coat of arms of Gračišće (Italian: Gallignana) is argent on a base vert a church with a belfry gules. The flag is red with the coat of arms in the middle bordered golden. The table flag is vertical ending triangularly withthe coat of arms in the middle, the name of the community above and oranment of oak, olive and vine branches witha bunch of grapes.

Grožnjan – Grisignana

The coat of arms of Grožnjan is a historical one. In an oval shield azure a arm proper issuant from sinister holding a fleur-de-lis slipped argent and issuant from the canton a sun or and in base a mount argent. The flag is vertical, blue bordered golden with the coat of arms bordered white off-set to the top. A flag with swallowed tail is also used, possibly as a ceremonial flag.

Kanfanar

The coat of arms of Kanfanar is Azure Saint Sophia stantant clad Gules and haloed Or holding in each hand a fortified city of the last windowed of the second. The Saint is the city patron and she holds the two cities remembering the nearby ruined city of Dvigrad (literally: Double City) from which the modern town was developed. The flag is blue with the coat of arms in the centre. The ceremonial flag is a blue gonfalon with the coat of arms in the centre, the name inscribed above and whit three triangualry ending tails with golden ornament in each.

Karojba

Flag unknown.

The coat of arms of Karojba is per fess gules and argent overall a cross or and over it a tree issuan from the base with three tree tops vert. The status of this coat of arms is unknown.

Established in 1997 seceding from the community of Motovun. The Italian name Caroiba del Subiente is today not used officially as the name of community.

Kaštelir - Labinci – Castelliere - Santa Domenica

No flag.

This coat of arms is shown on the web site of the community. No further info available. It seems that no flag is used at the moment.

The community of Kaštelir-Labinci was established in 1997.

Kršan

The coat of arms of Kršan is Gules a spearhead Argent. It is the older coat of arms of the Pazinski (de Pisino) family. In XIVth century they renewed the Kršan castellum that was ruined in the wars between the counts of Görz and the patriarchs of Aquilea. A branch of the family under the name Kršanski (Germ. Chersainer) ruled Kršan until the middle XVII century. The coat of arms is pictured in the St. Nicolas church in Pazin and also on stone carvings in the walls of Kršan.
The table flag is light blue with the coat of arms between a vine and olive branches and the name of the community above. The flag is presumably also light blue.

Lanišće

The coat of arms of Lanišće is argent a great yellow gentian plant proper. The gentian plant (loccaly known as žuta sirištara ili žuta lincura, Latin name Gentiana lutea subsp. symphyandra) is very common in the mountains regions of Lanišće. It is threatened worldwide since its roots have recognized therapeutic properties and are also used in liquor industry. It is protected in Croatia since 1955. The flag is light blue with the coat of arms bordered yellow in the middle.

Ližnjan – Lisignano

The coat of arms of Ližnjan is azure a broom branch or. The branch of the Spanish broom (Spartium junceum L.) called locally brnistra or žuka blossoms from April to July in the Ližnjan littoral. The flag is yellow with the coat of arms offset towards the canton.

Ližnjan, 1995 ? – 2004

Flag unknown.

The coat of arms of Ližnjan used before the adoption of a proper heraldic design was quartered by a cross or, argent, gules, azure and vert. The shield is crowned with a yellow crown. No flag was reported.

Lupoglav

The coat of arms of Lupoglav as adopted in 1994 is disused. A new design is not formally adopted but is used nevertheless. It is gules a Roman coin with Janus' double-faced head or encircled with a snake eating its tail also or. The flag is red with the coat of arms bordered yellow in the middle. The ceremonial flag is vertical dark red flag with sever rectangular tails, all bordered golden, with the coat of arms in the middle and the name of the community above and below it.

Lupoglav, 1994 – ca. 2003

The 1994 decision describes entirely different symbols then used today. The coat of arms is in stylized shield shape, showing in light blue filed on a green mount a castle with four tower connected with walls, all with red roofs. In the base is a silver wall with red roof connected with an angle to the right tower. In the frontal wall connecting two towers are the double doors with semicircular top. Over the castle to the left is raising a silver cliff. The shield is bordered golden.
The flag is dark blue in ratio 1:2 (apparently a vertical flag is meant), with 2 cm golden border on all outer edges and with 6 cm fringe along them as well. The coat of arms is set in the centre of it, 2/3 of the flag height high.

Marčana

The coat of arms of Marčana is tierced in bend azure, argent and vert. It is surrounded with a golden laurel wreath. This is the historical coat of arms, preserved as stone carving, of the fortified town of Mutvoran, around which the modern commonity developed. The flag is light blue with the shield of the coat of arms in the middle bordered white.

Medulin

The emblem of Medulin is a blue shield with a white stylized bird over three wavy lines and seven five-pointed stars in a circle in canton. The flag in use is "banner of arms", blue with the white emblem. A table flag is also used, in ogival shape containing white bordered coat of arms and name of the community above. The seven stars symbolise the seven local communities in the community.

The Italian name Medolino is today not used officially as the name of community.

Motovun – Montona

The coat of arms of Motovun is azure a five-towered massoned city argent with gates or on a triple mount vert with a rose gules. This is the historical coat of arms of Motovun showing the five high towers Motovun once had (of which only one is still standing). The flag is green over yellow bicolour with the coat of arms bordered golden in its centre. The ceremonial flag is a gonlafon with three fringed rectangular tails all verticallly divided into green and yellow having in the middle the coat of arms. In the top corners are golden oak branch ornaments, as well as in the middle tail, while in the outer tails there is in each a golden rose on a long branch above.
The 1994 decision also prescribed a "large flag" sized to 1.30×4 m of the same basic design which is to be hoisted permanently over the city walls. It seems that such flag is not used at least since late 1990's.

Oprtalj – Portole

The coat of arms of the community of Oprtalj is a historical one: azure massoned walls argent issuant from the base with three closed doors proper and in chief a cross pattee. The flag in use is white with the coat of arms in the middle.

Pićan

The coat of arms of Pićan is azure a fortress with embatteled walls and an embatteled tower argent, in the base a fleur de lys and in the chielf two mullets of eights also argent. It is based on the historical coat of arms of Pićan. The flag is light blue with the coat of arms in the centre of it.

The Italian name Pedena is today not used officially as the name of community.

Raša

The coat of arms of Raša is azure a miner's lamp or inflamed gules irradiating argent. The city, often called the youngest city in Istria, was built in 1937 as miners' settlement. The flag is dark-blue with the coat of arms bordered yellow. The ceremonial flag is a blue gonfalon with triangular fly with the yellow bordered coat of arms, the name of the community above and linden and olive branches below.

Sveta Nedelja

Seat of administration: Nedešćina

The coat of arms of Sveta Nedelja is azure the cheif vert fimbriated argent and overall a pallet in dexter. The green and blue fields are said to represent Istria, where Mediteramenan and continental climate are intermingling. The cross is said to stand for "the symbol of numerous churches and chapels and of the crossing of certain geo-climatic conditions, the natural characteristics of the community, uniting the rural and cultural historical character of the region". The flag is green with the coat of arms in its centre.

Sveti Lovreč

The coat of arms of Sv. Lovreč is azure a grill or. This is the attribute of Saint Laurel, the patron and namesake of the community. The flag is light blue with the coat of arms bordered yellow in the middle.

Sveti Petar u Šumi

The coat of arms of Sv. Petar u Šumi is azure two keys or in saltire wards down and outward and in a border or a wattle maron. The keys are attributes of the patron and namesake of the community, St. Peter. The flag is orange-yellow, with the coat of arms of-set towards the bottom and encircle with a yellow inscription of the community name in a semi-circle.

The Italian name San Pietro in Selve is today not used officially as the name of community.

Svetvinčenat

The coat of arms of Svetvinčenat is azure a tower with slanted base and embattlements argent. It represent the castle of Grimani that is the base of the town, built in 13th century and rebuilt to its present shape in 1589, when the same coat of arms carved above the fort entrance may have been made already. The flag is light blue with the coat of arms bordered with white off-set towards the canton.

Until 1997 the name of the community was being spelled Sveti Vinčenat.

Tar - Vabriga – Torre - Abrega

The coat of arms of Tar - Vabriga is azure in dexter a tree and in sinister tower embattled argent both issuant from a base argent masoned and in chief dexter issunat a sun or. This is based on the historical seal of Tar. The flag is yellow with the coat of arms in the centre of it.

Established in 2006 seceding from the city of Poreč.

Tinjan

The coat of arms of Tinjan is azure on a base vert a tower argent behind walls of the same. This is based on the historical pattern. The flag is light bleu with the coat of arms bordered godlen in the centre. A vertical flag is also reported in use, very pale blue with the coat of arms set in the lower half.

Višnjan

Višnjan – Visignano

The coat of arms of Višnjan is azure on a base gules a fortified city with a tower roofed gules and sinister gates opened between a watchtower topped argent roofed gules topped with a flag also gules and a laurel tree proper. The coat of arms was originally granted in 1828 by Emperor Franciscus I and it was pictureing the city as it was then - a fortified city with the church of St. Anthony that was outside the city walls, as well as the olives that was the main production at the time. The original coat of arms was modernized in 2006, when the tree was replaced with a laurel tree and a path leading to the city from the base was removed.
The flag adopted in 2006 is red with the coat of arms bordered yellow in the middle. The ceremonial flag is a red gonfalon with three triangularly ending golden finged tails, with the coat of arms in the middle between an olive and a vine branche below and the name of the community above. Višnjan is among a few communities having prescribed a sash for the community mayor, being 10 cm wide ribbon in the colour of the flag with the coat of arms set in the middle of it on the front side, to be used in ceremonial occasions.

Vižinada

Vižinda – Visinada

The coat of arms of Vižinada is the historical coat of arms argent a cross pattee gules throughout and in the first, second and fourth quarter each a brown bob. The flag is yellow with the coat of arms bordered yellow in the centre of it.

Vrsar

Vrsar – Orsero

The coat of arms of Vrsar is in an oval shield argent an apple tree proper fructed gules issuant from a mount vert supported by two bears rampant also proper. This is the historical coat of arms of Vrsar. The bears are canting the Italian name Orsero. The flag noted is blue with the coat of arms bordered yellow in the centre of it. The ceremonial flag is a blue gonfalon ending trangularly, the coat of arms in its centre, the name of the community in Croatian and in Italian in two arches above and golden branches of olive and vine below.

Vrsar, ca. 1994 – 2009

Prior to the formalization of the current symbols the historical pattern was used in different colour variations. The symbols as adopted in 1994 were not approved by the central authorities. The flag noted in use in 2006 was blue with the coat of arms in the middle. The flag that was shown on the official web site might have been a ceremonial version, light blue with the golden inscription of the name of the community in Croatian and Italian and fringed yellow.

Žminj

The coat of arms of Žminj is azure on a base vert a city argent to dexter a tree and in sinister chief St. Michael or holding scales and a flaming sword issuant from a cloud argent. The flag is red with the coat of arms off-set to hoist and toward top.
