Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms is in shield of so called German shape, divided per fess and upper part per pale: 1. chequy Gules and Argent; 2. Azure, a coastal fortified City Argent with buildings roofed Gules surrounded with Mountains Vert topped with Snow and in chief a Sabre Or and a spiked Mace Argent in saltire; 3. Azure, a Sail Boat proper with white sails and Croatian triband pennant at mizzen-masthead, in chief dexter a Frankopan Star (Mullet) Or all between Cliffs proper. The coat of arms is the same as those used by the Rijeka County between 1786 and 1886, that is in turn based on the coat of arms of Severin County. The flag is light blue with a thin white stripe near both horizontal edges (width of the stripe 1/16 of flag hoist, as it is the offset from the edge). In the middle there is the County coat of arms.

The originally adopted design for the County symbols was described in the 1994 Statutes. These were official until the adoption of the new symbols in 1995, although it is not confirmed that they were ever used. The 1994 coat of arms was different from the current (and historical one) by possitioning of the star in the base of the third field and other details of artistic redention. Omission of the sabre and the mace in the second field was also intended, but was not prescribed in the end. These deviations from the historical pattern were noted by the Ministry of Administration (it's comission for approval of the design of coats of arms and flags), who prescribe that the units with historical symbols have to use the shield of those unchanged (i.e. omitting all elements outside the shield).
The 1994 adopted flag was light blue with a circular white panel bordered dark blue including name of the County in the bordering and with the coat of arms in its middle. This was also againts the Ministry regulations, requiering the county flags to have two-coloured flag field with the coat of arms in the middle or next to the hoist and without inscriptions. Also, the County considered retaining the red white cheques border found in the historical flag of 1865, or adding the yellow triple wattle.
