The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In 1994 the part of Rijeka was formed as community of Kostrena. In 1997 some communities changed their names slightly (Malinska, Vinodol). In 2006. the community of Lopar was formed.
Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms is a historical one; it pictures the patron saint of Baška St. John holding a golden cross to which a white triangular flag is attached. The flag is blue with the coat of arms in the middle bordered yellow. On the ceremonial flag in the tails is set the floral motive taken from Baščanska ploča, the first written monument in Croatian language, preserved in a church near Baška, on the island of Krk.
The cultural society "Šoto" from Baška uses a ceremonial flag that is very similar to the ceremonial flag of Baška, mainly differing in the central emblem (the coat of arms is replaced with the Baščanska ploča and two instruments) and inscription.

The coat of arms adopted at first followed the historical pattern closely, so the saint was holding his right hand raised in blessing with three fingers stretched. Similar hand-sign was used by the extreme Serbs in the aggression on Croatia during 1990's, so this was changed to a more neutral position.

The coat of arms of Brod Moravice pictures in a green field St. Nicolas and in chief a golden escallop and a silver Andrew's cross couped. The flag is blue with the coat of arms in the middle bordered white. The ceremonial flag is described to be bordered or fringed gold.

The coat of arms adopted in 1997 was somewhat more complicated: divided with a blue wavy bend, the upper green field showing St. Nicolas, as in the current arms and in base in white field a green linden leaf and a golden linden fruit. The flag was divided diagonally green and blue with a white stripe among them that is continuation of the bend in the coat of arms. It was bordered golden on three edges. The ceremonial flag was of vertical version of it with golden border along the long edges and a golden fringe along the bottom. Here shown reconstruction based on written description only.

The coat of arms is Gules, a Spiked Mace and a Sabre in saltire both Argent hilted Or. The flag is yellow ("colour of the old gold") with the coat of arms in the middle. The ceremonial flag is a yellow gonfalon with three triangularly ending tails with tassels, the coat of arms in the centre of it topped with green inscription of the community name in two arches and below green branches of linden and oak in saltire. An other design was adopted in early 1997 but the decision was never published in the official gazette and was invalidated by the current legislation.

The coat of arms of Dobrinj pictures in a blue shield Justitia clad and blindfolded white holding in the dexter arm an upright sword proper and in the sinister golden scales standing on a green mound. The flag is white with the coat of arms in the middle bordered golden. The flag is in use in horizontal and vertical version, and the ceremonial flag is prescribed too. The table flag is bordered golden, with the coat of arms ornamented with vine and olive branches and ribbon containing the name of the community.

The coat of arms is red with a white fess, above it a massoned railway bridge and below an anvil. The red filed symbolises the heat of the iron furnaces, the base of the prosperity of Fužine, the white beam stands for water power, bridge symbolizes the unity of the citizens while the anvil again refers to the iron industry. The flag is dark green with the coat of arms in the middle bordered golden. The ceremonial flag is a green gonfalon with three tails, the coat of arms in the middle. Above is the name of the community and below are two branches, that of beech-tree to the left and of fir-tree to the right.

The coat of arms adopted originally had the upper half coloured green; otherwise it was the same as the current version. The flag and the ceremonial gonfalon were adopted at the same time, latte only with updated coat of arms. The change was probably suggested by the Ministry of Administration.

The coat of arms of Jelenje is Vert a deer salient or and in base a bar wavy argent. The deer is canting the name of the community. The flag is white with the coat of arms in the middle bordered golden.
Klana

The coat of arms of Klana is azure an anchor argent. The flag is green with the coat of arms in the middle.
The community was using a seal with the coat of arms picturing an upright anchor in a shield since 19th century (even though the community is far inland from the coat - an anchor is a symbol of hope and is also found in many family arms of prominent Croatian nobility as well as in the historical county arms). The green filed of the flag refer to the forest of the region.

The coat of arms of Klana adopted in 2005 is azure an anchor argent topped with a helbard, the flag being green with the coat of arms in the middle. Klana is known to have had organized night watch (sentry) for cenutires. The officers of this service were carring a kind of helberd that was called locally a rankun. The design adopted already in 1996 was exactly like coat of arms of the 19th century seal, topped with a crown and supported with a lion and a griffon. This was declined by the Ministry, suggesting only the shield azure with an anchor argent. This was not to the liking of the community and in 2005 they agreed on the design that modifies slightly the historical emblems. The design was again not confirmed by the Ministry of Administration.
Kostrena

The coat of arms is Azure a lymphad or with a sail argent and a masthead pennant gules. The flag is blue with golden bordered coat of arms in the middle.
There is also a ceremonial flag used, a blue vertical gonfalon with the golden bordered coat of arms in the middle, the name of the community above in two arches and ornamentally wattled strings under the shield.
The Community of Kostrena was formed in 1994 by secession from the City of Rijeka.
Lopar

The coat of arms of Lopar is azure St. Marin issuant from the base holding a hammer in his right and a chissel in his raised left hand all or and in chief two cinquefolis argent seeded or. Lopar is the birth place of St. Marin, the founder of the Republic San Marino (see also the nearby city of Rab). The flowers are said to represent the famous tomatos and potatos of Lopar. The flag is light blue with the coat of arms in the middle. The ceremonial flag is light blue gonfalon with three trainguarly ending tails with golden tassels, with the coat of arms in the middle, the name of the community in two rows above it, and a white octopus inverted below it.
The Community of Lopar was formed in 2006 by secession from the City of Rab.

The coat of arms of Lokve is azure St. Catherine stantant clead white and caped gules edged or crowned and nimbed also or, holding a sword downward argent hilted or in her dexter and a spiked wheel or to her sinister. The flag is blue with the coat of arms bordered golden in the centre. The ceremonial flag in golfanon form includes below the coat of arms oak and fir branches with acorns and cones.

The coat of arms of Lokve adopted in 1996 was azure, standing on a ground vert St. Catherine clead white and caped gules crowned and nimbed, holding a palm leaf in her sinister and a sword in her dexter hand, behind her in base a semi wheel and in dexter a fir tree. This is virtually modernization of the coat of arms of the 1873 seal of the parish and town of Lokve. The flag adopted at the same time was light grey with the coat of arms in the middle, bordered on all four edges yellow ("greenish yellow"). This was not approved by the Ministry of Administration.

The coat of arms of Lovran is in an oval shield a white tower with red roof on a green base between two laurel branches proper. The flag is green with the coat of arms in the middle bordered golden. The ceremonial flag is prescribed to be further determined "at a latter date". The 1997 decisions grant the usage of the coat of arms in the flags of the football club, the brass orchestra and the union of the sport associations of Lovran.

The coat of arms of Malinska - Dubašnica is Azure an oak tree eradicated or with twelve acorns. The oak tree is canting for the second part of the community name that is developed from the ancient Slavic word for the oak groove. The flag is light blue with the coat of arms in the middle bordered golden.
Until 1997 the name of the community was simply Malinska.

The bells shown are traditionally used in the carnival festivities in the region. The ceremonial flag is prescribed to be further determined "at a latter date".

The coat of arms of Mošćenička Draga is azure two oars or in saltire over an anchor argent. The flag is dark blue with the coat of arms in the middle.
There is also a ceremonial flag, of which I have no image, but description from the decision. The ceremonial flag is dark-blue with the coat of arms set in the middle. Above are in three lines inscribed name "OPĆINA MOŠĆENIČKA DRAGA", the first word being written in somewhat smaller letters. In the three (rectangular?) tails there are three branches of the characteristic vegetation, in the right an olive branch with olives, in the left a laurel branch with its fruits and in the central a garden-sage branch (Croatian kadulja) with its flowers, all golden-yellow.
Mrkopalj

The coat of arms of the Community of Mrkopalj is modernization of the historical coat of arms granted to the town of Mrkopalj in 1785 by Emperor Joseph II. per fess chief per pale: first chequy gules and argent, second or on a base vert beneath a fir tree proper a sheep argent, and third azure five cliff spikes argent. The flag is dark blue with the coat of arms bordered yellow in the middle.

The coat of arms of Omišalj is Gules, a tower embattled argent issuant from a base azure and in chief a mullet or. The flag is white with the coat of arms bordered golden in the middle. The ceremonial flag is not prescribed, but a table flag is in use with the coat of arms on a golden cartouche and a ribbon below bearing the name of the community and an other ribbon above written Omišalj in Glagolitic characters.

The coat of arms of Punat pictures in a blue shield Archangel Michael, armoured or, clad white and caped gules holding in his dexter an erect sword proper and in his sinister scales also or, standing on two peninsulas vert issuant from flanks and between those a sailboat argent. This is said to be a historical coat of arms of Punat. The flag is blue with the coat of arms bordered golden in the middle.
Apparently the decision on the adoption of the symbols was not published in the official gazette, only its amendments in 1996. The 2006 Statutes include the description of the symbols, but not of the ceremonial flag, which is unexpectedly white gonfalon with three tails, ending triangualry of which the middle one is longer, having golden
fringe all along the bottom, with the coat of arms in the middle, name of the community above and a golden ornaments in the tails.

The originally adopted flag included the red border around the flag field. The coat of arms was not chenged since the adoption.

The coat of arms is azure a village argent roofed gules beneath a rocky mountain argent issuant from a base vert on which is a bar or and in chief dexter a sun or and in sinister a crescent argent. It is a modernization of the coat of arms granted by Emperor Joseph II in 1785 to the town of Ravna Gora. The golden bar in base is explained to be the Josephine road that brought prosperity to the town. The usual form of the shield, with simple stright lines is called in the 1995 decision the Croatian shield, while the more elaborate shield is called Hungarian shield and is prescribed for the ceremonial version of the coat of arms.
The flag is light blue with the coat of arms in the middle. The ceremonial flag is prescribed to be the same but with the ceremonial coat of arms in the middle.

The 1993 Statutes prescribes the coat of arms of equal design as granted in 1785, with ornamental baroque cartouche, crown and encirceling ribbon inscribed SIGILL. PRIVILEG. OPPIDI REGII RAVNA GORA (The Seal of the Privileged Marketplace of Ravna Gora). The flag was prescribed light blue with that seal in the centre of it.
Skrad

The coat of arms of Skrad is quartered gules and argent. The flag is dark green with the coat of arms in the middle bordered yellow.
The table flag in the form of a ceremonial flag is reported with the yellow branches and the name above, but it is not clear weather the real size ceremonial flag exists, too.

The coat of arms of the Community of Vinodol is in the shape traditional forthe coat of arms of Bribir, adapting the contents: Azure a valley with steep mountains vert beneath it a barulet wavy also azure and in the base a buch of grapes or slipped and with two leaves vert and in the chief a mullet or. The flag is green with the coat of arms in the middle. The table flag is vertical triangularly ending bordered golden with the coat of arms in the middle and above the arched inscription of the name of the community and below the name of the seat of administration. The mullet is reference to the medieval rulers Frankapans, dukes of Krk and of Bribir, while the valey and the grapes are canting the name of the community. The design was rejected by the Ministry of Administration and is not used any more.

The coat of arms of Viškovo is azure a cattle bell or with a rope argent and in chief a feather fesswise of the last. The flag is red with the yellow bordered coat of arms in the middle. The ceremonial flag is a red gonfalon with the coat of arms in the middle, the name of the community above and vine ornaments with bunches of grape in the three tails. The original design adopted in 1998 included also an open white book in the chief behind the feather, but this was eventually removed.

The coat of arms is azure St. John holding a lamb and the Eastern flag in its left hand all argent, in base on both his sides kneeling "kapari" and in the chief dexter a mullet or. The flag is yellow with the coat of arms in the middle. The drawing with red cross in the flag and golden hallo behing the Saint's head is according to Oštrić, but the description and the community web site seems to use different design. The ceremonial flag is described in the Decision and the Statutes: yellow gonfalon with the coat of arms in the midde and the community name above it.
