The FAME is a site devoted to the systematic and scientific study of flags and coats of arms. Such symbols often bear strong political and other messages. Inclusion of those symbols here does not mean that the author supports or approves of the ideas they may stand for. |

The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Some exceptions from this rule are tolerated for the cities with traditional flag established before these rules were made, while some cities choose to ignore the regulations and use a flag of their liking. It may be that in time the latter exceptions would be replaced.
In 1993, with the new administrative division (re)introducing the county system the kotars were introduced as intermediate level of local self-governing in areas with dense Serb population, as a means to granting them wider self-government. However, due to the aggression and occupation the kotars never lived up, and were dismembered in 1997 reform. In the Sisiak and Moslavina County there was Kotar Glina established, with seat in the same named town, consisting of communities of: Divuša, Donji Kukuruzari, Dvor, Gornji Klasnić, Glina, Gvozdansko, Hrvatska Dubica, Hrvatska Kostajnica, Lasinja, Mečenčani, Topusko, Utolica, Vojnić and Vrginmost. In the 1997 reform some of those are lost, some are included in neighbouring counties and some are promoted to city status. In any case, the Kotar and its communities never functioned, and certainly did not have the symbols.
Except those, in 1997 the communities of Ivanić Grad, Kloštar Ivanić and Križ are excluded from the County and added to Zagreb County (Ivanić Grad was promoted to city status even earlier), while the communities of Vojnić and Lasinja was added to Karlovac County. In 2006 communities of Gornji Klasnić, Jabukovac and Utolica were included into the neighbouring cities.

The coat of arms of Donji Kukuruzari is gules a braided basket or and in chief two maize ears also or. The maize (Croatian: kukuruz) is canting. The flag is yellow with the coat of arms in the middle.

The coat of arms of Dvor is azure a sword argent hilted and pommed or and a key of the last in saltire and in base a bezant (proper) . The flag is blue with the coat of arms bordered yellow in the middle.
The ceremonial flag is vertical dark blue gonfalon ending triangularly with golden fringe and with the coat of arms in the middle, the name of the community in two arches above and the branches of oak and linden below. The table flag used is vertical dark blue rectangular flag of the same design as the ceremonial flag.

The coat of arms is gules six acorns slipped or, three, two and one. The flag is light blue with the coat of arms in the middle. The acorns cant the name of the community that has root in the archaic Croatian word for oak.

The coat of arms is Gules, an ash branch Argent in bend sinister with a leaf and three acorns. It is canting (jasen means ash-tree). The flag is blue with the coat of arms offset towards hoist (or in the canton?).
Jasenovac is probably the best known worldwide as a place of the infamous extermination camp that was organised there in World War II.

The coat of arms is divided horizontally blue and green with golden wooden house typical for the region surrounded with a silver wreath of oak and vine leaves. The flag seems to be white with a light blue cross whose vertical crossbar is off-set towards hoist (so called Scandinavian cross) and with the coat of arms set over the crossing point. Both are probably used without the approval from the central authorities.

The coat of arms of Lipovljani is or a linden leaf issuant from a wall massoned and embatteled gules in base. The linden leaf is canting the name of the community (lipa = linden tree). The flag is light blue with the coat of arms in the middle.

The coat of arms of Majur is Or an Ant Sable. The ant is siad to represent "diligence, building and persistence of the inhabitants though long and turbulent history". The flag is red with the coat of arms in the middle. The ceremonial flag is fringed in gold.
On the occasion of the 10th anniversary of the community establishment, the table flags were produced with the name of the community and the years of the celebration beneath the coat of arms.

The coat of arms of Martinska Ves depicts a church over a green hill and a goose swimming in a dark blue field in the base. It is the Church of St. Martin in Martinska Ves, while the goose is his attribute, but also indicate the domestic economy. The flag is white with an off-set cross formed of a blue lenghtwise stripe and a red crossbar with the coat of arms in the centre of the cross. It is prescribed in the horizontal and the vertical version.

The coat of arms of Popovača is azure on a green hill a building gules with a portal argent infront of a belfry also argent, an inescutcheon azure a deer issuing from a wheel all argent issuant from the base, surrounded with a wreath of vine leaves and bunches of grapes all argent. The building is the Moslavački castle and the belfry is from the St. Ane church in Osekovo. On the doors is the coat of arms of Erdödy o.e. Bakač family of 1489. The flag is white with the coat of arms. The vertical version includes fly tails and is edged in gold.

The coat of arms of Sunja is azure five wheels argent, 2:1:2. The flag is yellow with the coat of arms in the middle. The ceremonial flag is rectangular gonfalon with four tails, two oak branches beneath the coat of arms and name of the community within a ribbon above it.
The 2004 decision invalidates a decision on the coat of arms and the flag of 1995 the contents of which is for the time being unknown.

The coat of arms of Topusko is gules a masoned portal or and a spring-fountain argent issuant from the base. The portal is standing for the remaining Gothic portal of the Cistercite monastery built by king Andrew II after his return frm the Crusades, demolished entirely, except the portal, by the Ottomans in 16th century. The spring refers to the thermal spas which are the base of modern economy. The flag is blue with the coat of arms bordered yellow in the centre of it.

The coat of arms of Velika Ludina is argent a sword of the same erect hilted or inflamed gules. The inflamed sword is the attribute of St. Michael Archangel to whom the parish church in Velika Ludina is consecrated. The flag is blue with the coat of arms in the middle bordered yellow.
