However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The coat of arms of the Virovotica-Podravina County is gules between two bars argent a marten passant in chief a mullet or and in base an anchor in ben also or. It is equal to the shield of the arms of the Virovitica County granted by Maria Theresia, and verified by the imperial and royal office in Vienna on 16^th May 1746. The modern county, after briefly adopting a simplifyed arms, returned to the original design. The historical county flags were red with yellow inscriptions, but the modern flag is adopted blue-white-blue triband.
The coat of arms is based on the historical coat of arms of the Kingdom of Slavonia - a marten passant between two white bars - symbolizing rivers Drava and Sava, adding an anchor for differentiation, as a symbol of hope and fidelity.

The County of Virovitica and Podravina adopted in 1994 a coat of arms and a flag based on its historical coat of arms of 1746, but the newly adopted symbols were oversimplified, ommiting the anchor and one river, and changing some colours. The flag adopted then was of light blue field, against the regulations on local symbols requiering the county flags to be two-coloured. Also, the flag ratio prescribed in the regualtions should be 1:2, and not 2:3, as it was adopted. This coat of arms and the flag were rarely seen, and already in 1996 replaced by new, more appropriate symbols, probably after the guidelines from the commeette of the Ministry of Administration.
