The flags of the three nations that formed the joint state after the World War I all used the same, so called Pan-Slavic colours in different order, so for the new was chosen one yet unusued and yet heraldically correct order of blue-white-red. In the World War II partisans added red five-pointed star on it as a symbol of socialist strougle. This flag was retained after the disolution of Yugoslavia for almost two more years by Serbia and Montenegro joint state and the star was finally removed only in 1992. The new coat of arms was adopted even latter, in 1993, in modern design combining the historical coat of arms of Sebia and Montenegro as escutchon of the white eagle found on both countries coats of arms.

Civil Ensign

The ensign used by merchant fleet differs from the national flag only in the prescribed ratio, using the ratio 2:3 that is the traditional for the use at sea in Mediterran.

Naval Ensign

The naval ensign is red with the national flag set in canton fimbriated with white line.

The ensign of the "Border Guard" is shown in the flag book of the French Navy, but I was not able to find any primary source of their existance, nor confirmation of use of such flag.
The flag is red with tricolour trangle at hoist fimbriated from the field with a white line.

President of the Republic

The flag of the President of the Republic is square national tricolour with the coat of arms in the midle and bordered with tricolour triangles.
